Customer Consent Monitor

Feature Release:
- Purpose: To configure and capture customer consent when changing and updating terms & conditions for existing customer via pop up modal
- Foxtrot: added new Customer Consent Modal page to allow admin configure the consent
- All platforms:
- modal will be shown to existing users that have not previously accepted the consent modal immediately after logging in
- modal will be shown to all new users during account registration
- users cannot proceed with shopping until consent is accepted
